“Despite market fluctuations, the European bicycle market has grown to €18 billion in annual sales, representing 18% real growth since 2018 after adjusting for inflation,” added Walsh. “I don't think many other transport sectors can claim that level of growth.”
Growth opportunities

“One of the most significant questions raised by this year's data is how Europe ensures that future market growth also strengthens its own manufacturing base. As demand stabilises, maintaining a competitive environment that allows this industrial base to thrive should be a European policy priority,” said Paul Walsh.
Bicycle import doubled

European component production losing ground quickly
The European bicycle component production declined considerably in 2025, as reported in the Bicycle Industry & Market Profile. The market value fell to €1.92 billion, a 13 to 14% decrease from €2.2 to 2.3 billion in 2024. "Germany, which accounts for 44% of European component manufacturing, saw production drop 9% to around €850 million, while Italy and Portugal recorded declines of 19% and 16%, respectively," said ECI policy manager Tanveer Ahmed.
"At the same time, rising imports and stable bicycle sales indicate increasing reliance on non-European, especially Asian, suppliers," Tanveer urged policymakers to support the reshoring of component manufacturing through measures that make local production more affordable and competitive.

“Portugal has increased bicycle production by 17 to 18% since establishing its cycling cluster, demonstrating how industrial clusters can boost manufacturing and attract skilled labour. As Europe expands component production, access to specialised workers for batteries, motors and other high-value parts will be essential. While EU funding rightly supports cycling infrastructure, greater investment is also needed in R&D, innovation and the reshoring of component manufacturing. Policies should encourage the development of cycling clusters across Europe, enabling stronger local production, innovation and wider access to high-quality bicycles through regional manufacturing and leasing initiatives,” said Tanveer.
